Thank you in advance to everybody for answering my questions.

I am a PR in Canada, my brother is a university student in the US (holds a valid Canadian visa and has been to Canada many times). My brother is coming to visit me in the summer for couple weeks during his summer break. My brothers gf is a second year university student in Russia.
Q1. She only travelled outside of Russia this summer with my family to Italy (has a Schengen visa). Would 1 visa required country be enough for travel part for the application?
Q2. She doesnt work, could her dad provide documents of him sponsoring her trip or would it be better if she gets a part time job to show her own income ?
Q3. I am going to write an invitation letter for her. She is coming to see my brother and also I am going to take her places in Canada (Toronto, Ottawa, Montreal ect). What should she say her purpose of this visit is? Travel or family? Since she's legally not related to me.
Q4. Would her family (parents and siblings) and university be good ties to Russia, also my brother going back to US? Since shes just turning 20 and doesnt have any property under her name, good professional job or business.

Could be enough. At least she stepped outside of Russia. Travel history is important as it is the Visa Officer's way to check if the applicant did not overstay in the country he/she visited and if the applicant is financially capable to travel.

He dad can vouch to support her since she is a student.

You can only say the purpose is Tourism and to visit you. The thing is, you need proof about your relationship even if you are just friends.

Her enrollment certificate can be used as proof that she needs to go back to school.

Well, I tend to disagree. She has weak ties to her home country and is visiting someone who isn’t a resident (nor even a spouse) in Canada. Her age, limited travel, lack of work and funding to support herself and ties make her a prime candidate for a refusal.
