If he is settled in Canada, just ask him to start your Outland Spousal PR process. You will successfully receive the PR in 4-5 months.
They generally do not issue visit visas to spouse of PR, as they know that you will ultimately be settling there.
If he is still in India and yet to do his landing, in that case you have two options:
1. Apply a separate PR (mentioning him as your spouse), that will require you to cross the cutoff which generally is 440+ nowadays. Timeline- 4-5 months.
2. Apply a Visit Visa with a strong cover letter proving that you will come back(attach your job letters and any property that you have back in India). But, to be realistic, it will be difficult. Do not rely on this. You can of course take a chance.
