My sister who is in UK and has british passport wants to migrate to Canada. Some one told them that they can come to Canada on visit and can change british passport to Canadian passport as per rule.
I tried my best but could not find this on CIC website.
Does any body know about this that either this is right or just a word of mouth?

Once someone has become a Canadian Citizen they can have two passports, one UK, the other Canadian.
Dual citizenship is allowed.

Driving licenses can be exchanged, but I do not believe that passports get swapped.

I think that you would have to relinquish citizenship of the UK (or let your UK passport expire) if you only wanted a Canadian one.

Both Canada and the UK recognize dual citizenship, so once you become a Canadian citizen, you don't lose your UK citizenship, nor do you surrender your passport.

I am wondering if she believes that Commonwealth Citizenship imparts an automatic right to become a Canadian Citizen. I think I have heard of people misunderstanding what that historically meant and what it means now.

There's some fairly convoluted routes if you were born to a British Subject before 1947 and other unusual circumstances that you can play with here: http://www.cic.gc.ca/english/citizenship/rules/tool_14.asp

Mostly UK citizens have to apply to immigrate like anyone else, I don't believe there's any shortcut because they are both Commonwealth members.

That's 100% Correct. Both countries allow Dual nationality. The OP needs to read PMM's reply, which is spot on.
 
I second that, you can't exchange your british passport with canadian one, you have to apply immigration to live and work in Cananda even if you are british citizen.
