They want skilled people. By not including your family you are saying that they aren't skilled enough so they aren't coming. However you then bring them over once you get PR. Still 'unskilled'. It's a way of side stepping the system.

Thanks kryton. So I can during the process after PT notification, inform Ontario that they will not be accompanying right? And that would be legel and permissible?
