Bringing my pet across the border via air

Hey everyone! I just have a quick question that shouldn't be too difficult to answer. I know that bringing an open bag of cat or dog food across the border is a 'no', but what about treats? Today I bought my cat a bag of treats that are supposed to be 'calming'. I'm directed to give them to her 30 minutes prior to a stressful situation. It is a fairly small bag (21 treats). If I open the bag before going through security, will they give me trouble? I try to follow all rules, so I just need some advice on what I should do! Maybe I can just put a few treats in my pocket? Thanks in advance!

EDIT: I'm a citizen of the US, flying to Canada from the US :).

I brought a small ration of dog food without any problem. The CFIA agent in the airport didn't bother to inspect the food.

Good to hear, steaky! Here's another little question, if you don't mind sharing your experience. At security before boarding your plane, do you take your pet out before they send the carrier through the bag scanner? I can't imagine that sending my cat through there would be completely safe! I just don't want to feel completely clueless, this is my first time flying with a pet :p.

I dropped him off at the oversized check-in baggage counter, so I'm not sure if he went through any scanner.
