Bring a child from El Salvador

I hope some one can give us some advice on how to get started.

Both my husband and I are Canadian citizens. My husband has a child
in El Salvador. We have recently learned that the mother has abandoned the
child and we are desperately trying to get him to come live with us as soon as
possible. From what we have read online he would also be a Canadian citizen as per my
Husband had already become a citizen himself many years prior to his sons birth.
I'm not sure what would be the quickest and easiest procedure. Applying for the child's canadian citizen
Or applying for some type of visa for him to be able to travel and once he is here apply for his canadian citizenship. As you can see this is a very time sensitive issue and any advice would be greatly appreciated. Thank you.

if the child is Canadian, you won't be able to get a visa for him - as he is already Canadian.

The best way is to apply for his certificate of citizenship, and with that, for a passport to bring him to Canada. You will have to get an official document from the mother stating she agrees that the son goes to Canada (unless she has officially abandoned him).

Obtaining the certificate of citizenship can take time, but you can apply for an urgent/rushed procedure, and CIC might expedite your request. Explain the circumstances, where the child is living now, etc. Get all the documents, as well as the proof that his father is Canadian.

Do you think the process would be quicker if we file them in Canada or at the Canadian embassy in El Salvador? We have to get all his documentation translated and notorized if we do it here. Not sure if the same applies if we do it all over there.

I don't know. from what I understand from CIC website, you don't have a choice... if you're in Canada, you have to apply in Canada. If you're not living in Canada, then you have to apply at the closest embassy... so I suspect that it doesn't make a difference. http://www.cic.gc.ca/english/citizenship/urgent-proof.asp

About notarization : that's most likely going to be required wherever you apply, as any communication with CIC has to be either in french or in english, even if your file is going through a visa office somewhere else.
