CIC always say they assess your application as per the rules at the time they received the application. If they haven't updated their rules by today, and they are receiving applications today - then even if they do change the rules regarding points surely they must honour applications received prior to that change?

For that reason I believe they would have already changed the rules today if they were going to.

Wayne.
i second that

Yes, we should wait for the changes tomorrow, today July1st is a Holiday in Canada, moreover they are paying attention to the Royal visit of the Prince William and Kate Middleton, ther arrived to Canada a few hours ago.

Dear friends

This is so easy to understand. Please do not play with words. They mentioned that:

The CIC website will be updated on July 1, 2011, with details on application requirements and procedures for affected programs.

On July 1 is today , not yesterday , not tomorrow.

So , please be patient by the end of today.

Good luck to everybody

I think the only changes according to their eligibility criteria is that they only want 500 applicant per job and they will stop accepting applicants once they reached the quota of 10000 applicant and I don't that they will make a change again since its already July 1 and if they do that it should have done that ahead of time.

CIC never applies [change of] rules retroactively. As of date there's no mention of selection criterion replacing... just that it's 500/NOC. If u send your apps before the 'cap' applies - u'd be considered as per the prevalent rules. There's a lock-in factor, remember?

another proof that points scoring remains the same

on this page

http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp

click the six selection factors at the bottom

http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp

Selection Factor Points
Education Maximum 25 points
Proficiency in English and/or French Maximum 24 points
Experience Maximum 21 points
Age Maximum 10 points
Arranged employment in Canada Maximum 10 points
Adaptability Maximum 10 points
Total Maximum 100 points
Pass mark 67 points

so points remains the same as before.
now stop wasting time and send your application as soon as possible before the cap is reached. good luck to all.....

Besides the changes in the CAP nothing yet, will have to wait for another day or two to see if anything comes up on the CIC website.

Sure they want to clear the backlog and process cases quickly to be inline with their timelines.
