BOWP

When I try to apply BOWP, it gives me only "Use of a Family Member Representative for Online Applications (IMM5713) (required)" as the only form to fill. Is it a mistake in the system?

To be eligible to apply for a BOWP, you must:
1) Be living in Canada
2) Have a valid work permit that will expire within the next 4 months
3) Under express entry: Be the principal applicant on a permanent resident application that has been submitted for processing .
