An update for all folks here, i got my work permit on 1 October 2020, applied on 30 April without ITA and AOR.

so you didn't get ITA and AOR yet???? and you still got work permit?

FYI - this person received ITA on May 1st, one day after applying for the BOWP.

I followed this thread from start to end. The logic is that one can apply for a BOWP without an AOR and later submit the AOR provided you get an ITA soon with some hope of getting your BOWP approved.
