BOWP with AOR(paper application to CIO).......!!!!!!!!!!!!!!

Hello guys...
My situation is like this. i have applied for PR under PNP(paper) and waiting for AOR and my PGWP will expire in 2 months and if everything is fine, i might just be able to receive AOR just before my PGWP expires and i intend to apply for BOWP after my AOR.
But here is the confusion according to cic we should receive AOR and eligibility set to "passed" in GCMS note. in order to be eligible for BOWP.
So receiving AOR is like Passed staged for pnp paper application OR not?
If not then how long does it take to get to that eligibility "passed" stage after AOR?
Any suggestion guys??

If it is a paper application you will receive AOR with a file number. It should say " Upon review of the information you have provided, your application is considered complete based upon the requirements of the Instructions and Regulation 10 of the Immigration and Refugee Protection Act (IRPA)"
Meaning your application have been placed into processing.

Unlike the express entry option this is not automatic. An agent already went through your application and confirmed that you have met all the requirement listed, hence your eligibility is set to passed.

AOR for paper based applicants is currently 3 months wait. I would start getting my BOWP paper application ready. From what I have seen on CIC site paper based is sitting at 114 days and online application is sitting at 140 days.
