Hello my working permit expires the 09 feb 2022 and now I am out of Canada and I can’t be back before the 11 Jan 2022. Can I apply for BOWP even if I am out of Canada (knowing that I live there just out for family matter) and what is the latest date that I can apply for the new Working permit ??

Yes, you can submit the application of BOWP wherever you are.
