Paper APR: determining if a positive eligibility decision has been made
If the paper APR under one of the qualifying economic classes was submitted by mail prior to January 1, 2015, or was submitted outside of the Express Entry system, it must have a positive eligibility assessment in order for the foreign national to be eligible for a BOWP.

The positive eligibility assessment is considered to be made once the status of the Eligibility field in GCMS is set to “Passed” (or “Met” for FSWC applications submitted prior to January 1, 2015) and an Acknowledgment of Receipt letter or email has been sent to the applicant.

Applicants applying for a BOWP must include a copy of their Acknowledgment of Receipt letter with their open work permit application.


Does this makes all the BOWP applicants refused ,as we all have eligiblity "In Progress"
Not sure what to do , literally crying !!!!! my current BOWP expires in couple of weeks and not sure what would the result be.

just my 2 cents..

I think line "...or “Met” for FSWC applications submitted prior to January 1, 2015.." is they key, as AOR recieved means eligiblity met.

May be for EE they need Eligibility passed.

I have the same problem. This new rule looks catastrophic, and would potentially eliminate all backlog applications with eligibility not started.
I had informed my legal representative about this change. As soon as he replies to me I will post my comments.
If your WP has not expired, apply for extension just before it expires to buy another 4 months of time.

I feel that this rule change (if that's what it is) definitely needs more exposure. I tried calling the call centre, but I wasn't able to get a definitive answer from them.

Thanks for your update. I think I read it clear from CIC that the positive eligibility assessment is considered to be made once the status of the Eligibility field in GCMS is set to “Passed”.

In other words, applicants with Eligibility not passed, not started or in progress no longer qualify for BOWP, and these are July to October 2014 CEC applicants.

This could be CIC now is only willing to issue BOWP for pre-July 2014 CEC applicants, and kicking out post-July applicants.

I asked my representative to confirm and explain my findings. Will follow up soon.

I'm hoping they will process applications based on the rules when the application was submitted.

Definitely, I am hoping the same thing, but one user here has apparently already had their BOWP application rejected due to not having both AOR and eligibility passed, and they applied in August.

In this forum there is already one BOWP case which applied on August 20, 2015, and refused for BOWP due to eligibility.
Soon CIC might obliterate all good.

I read that. There's also an applicant submitted application online on August 31 and got approved last week.

I'm not sure what the outcome will be, but I'm definitely concerned.

Yes I too read that August 31 applicant got approved. What I am not sure is whether paper based and online applications are different, it could that August 31 online got processed faster than August 20 paper, and August 31 applicant dodged the bullet.

My representative is reviewing my situation and I will post my comments after he gets back to me.

I am the August 31 online applicant that got approved last Friday (Nov 27).

I received a request 2-3 weeks before my approval for a copy of my AOR, which I thought was odd. I didn't submit it originally with my application because I didn't for my first BOWP.

I haven't requested GCMS notes so I don't know what my eligibility status is. I have not received anything since the AOR in November 2014.

I just got off the phone with the call centre again. This time the agent was absolutely sure that this change will only affect people that are ready to apply from today onwards, and that people that have already applied for their BOWP will not be affected, so I'm not entirely sure why the one August applicant was refused on these grounds...
