I applied for a BOWP on June 15, and got a rejection two days later (today). I've applied for PR under the CEC, and included my AOR letter with the application.

Their language is this:
You have not demonstrated that you are eligible to apply for an Open Work Permit under the Immigration and Refugee Protection Regulations. Your prospective employer is responsible for obtaining a valid Labour Market Impact Assessment and Confirmation from Employment and Social Development Canada.

This seems strange to me, since OWPs are not job-specific, and you specifically don't need an LMIA?

Please advise if anyone has any information or context about this, or what next steps might be useful.

Did you hold a valid work permit at the time you applied for the BOWP?
 
Yeah, I did. It expires in August 2020, so I am within the four-month window.

I would send a case specific inquiry to the visa office and ask that they reconsider your application.
