BOWP - Questions about Online/Paper Application

My PGWP expires Jul 9, I got my e-AOR right after submitting my EE application online on Jun 2 2016. I called CIC, the agent told me that even I have my e-AOR, my BOWP will still be rejected if my e APR doesn’t pass the R10 completeness check yet by the time the officer processes my BOWP application. The agent told me I could apply by paper with explanation letter, it will buy me some time as paper application takes longer to process than online.

Question: 1. How long does it normally take to get R10 completeness check passed?
2. For my case, will it be better to apply online or paper? As my PGWP expires Jul 9, can I just submit my application on Jul 1, instead of now, in order to buying more time?
3. After submitting my BOWP application, how to approve I’m still legal to work and live in Canada under implied status? Do I get a document to proof that?
4. What additional documents do I need in order to complete an online/paper BOWP application except for the mandatory forms? My e-APR, OINP nomination letter, explanation letter…...

Evon though i have not applied for one, i have been looking into it with much interest because i might need to apply for one myself as PGWP is expiring aprill 11 next year and i'm currently sitting at 468.

I have seen in this forum the bad and the good of applying with just your e APR. some people claimed it worked while some people claimed it didn't. For me, it comes down to the case officer handling the application. I have also read about people calling cic on this same question and they have received different answers. #so confusing

When did you submit your Pr application? you can just give it this month of June then apply. I believe by then your application would have been looked at.

If you apply online, the system will generate the checklist for you based on your answer.

When did you submit your Pr application? you can just give it this month of June then apply. I believe by then your application would have been looked at.
I just submitted my e-APR on Jun 2 2016. The agent told me there is no way I could get my R10 passed right away, but he isn't sure when it will be passed.

1. Not sure if anyone here can answer this question as it varies from case to case.
2. Paper. As for now processing time is 115 days paper vs 20 days online. Apply by paper and hope that your APR is cleared by the time they starts processing your BOWP. Make sure your paper application reaches IRCC before Jul 9.
3. IRCC does not provide any document for proof of Implied Status. http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=189&top=17
4. Complete the questionnaire for online application. At the end you will get list of required documents.

Thank you. I just created my application online, I can see the checklist for online application. Are there any differences between online and paper? In my explanation letter, how to let the officer feel ok that I am not eligible (Without passing R10) for BOWP by the time I submit my BOWP application. Even I may be eligible for it when the officer processes my application, will the officer give me a hard time because of that?

You should not worry about what VO feels about your application. VO assesses your application based on the clear rules which are set by IRCC so you either is eligible or not. VO will not refuse it because s/he feels "not OK" that you sent application before you fully meet eligibility criteria.
Any way, sending paper application and hoping for the best is the only thing you can do now.

You have a point but wont agree 100% on VO assesses your application based on the clear rules which are set by IRCC. If that the case, there wont be so many confusion on some topics and questions. Right here in canada a very close fried of mine didnt do WES for her university and PGD degree she claimed points for and her Pr got approved and i have seen some that did the same thing and got rejected. i have seen people that it remains 4 to 2 weeks to complete Canadian experience they got points for..their pr got approved while some where rejected. some VO ask for additional documents when needed and some just cancels application for in complete application. I have seen someone the forgot to put PCC and the VO requested for it while some where rejected based on that.

You're talking about application which grants permanent residence. EE is relatively new with a lot of (not fixed yet) "grey areas". BOWP is (almost) automatic process which is based on pass/fail scenario. When granting temporary residence VOs usually not as strict as when granting permanent residence and there is no much personal consideration involved. I would say that this is based on my experience (1 PR app refused and 3 BOWPs granted).
