I applied for BOWP.

Received AOR Feb 19th. PR App received Oct 20th.

Applied for BOWP March 9th. Paid 255 - 100 open work permit holders fee - 155 work permit app fee

It expired April 5th. Im working on implied status right now.

I just called the helpline and they said they have no record of this email being sent also my application still says "in progress". Clearly Vegerville and Ottawa do not talk or share info.
 
This sounds weird. It is likely CIC has made a mistake and deemed you ineligible because they incorrectly thought you WP had expired when they started processing your application. But you did apply prior to your WP expiring so you are ok.

Yeah, Its really odd. Very frustrating.

Well it looks fine to me. You got it approve and save u $100. Cheq online and see what it says?

Looks like they just refunding you overpay amount. You should be approved.
