Realistically, your AOR will not arrive before your current WP expires.
For argument's sake let's say your CEC application is ready - i.e. you have reached your 12 months' qualifying work experience, you gather all your documents, etc - and they receive it at CIO-Sydney at the end of January 2014. You would likely get your AOR sometime at the start of April 2014 (given current timelines of about 62 days).
Meanwhile you want to apply for a BOWP before your work permit expires on February 28. Ideally, you want to have received your AOR before applying for BOWP, but in this case the AOR will arrive about five weeks later.
Five weeks is longer than BOWP online applications currently take to process, but not paper applications (http://www.cic.gc.ca/english/information/times/temp.asp). So in this scenario, your best bet would be to apply by post, and hope that by the time they process your application, the AOR was sent.
