BOWP at Border based on AOR

Please suggest if I can convert my closed Work Permit to an Open Work permit(BOWP) along with renewing it for an year based on the AOR at PORT of ENTRY (Airport).... If so what should I be carrying.

That will not be possible as one has to apply for BOWP while remaining in Canada.

^ Also, the bulletin (OB485a) clarifies that "foreign nationals applying for a bridging work permit at the port of entry" do not qualify.

No, You cant. I asked at the border when I got my WP a month ago. They dont even know what is AOR and BOWP

Looks like I have to come in with my regular WP and then apply for BOWP online with my AOR

You can only apply if your regular work permit expires in 4 months.
