however in Non express cases people have submitted BOWP with Nomination certificate and submitted AOR via Webform later
No you can’t apply for BOWP. You need to have submitted PR application and should have AOR for that. However you can submit closed work permit application through work permit support letter from PNP office.
When you submit application for express entry, you get AOR right away or within 2; hours. You can use that letter for applying BOWP . However for R10 completeness check it takes 1-2 months. If your application is declined due to incomplete, your BOWP will be declined too.
I would be PNP since i will be getting the nomination letter. In that case, would i get instant AOR? How long does BOWP takes to process? Can i get a BOWP before a decision is made on my profile?
So once you get nomination, and when you submit complete PR express entry application, you get AOR right away. For non express entry it takes 2-3 months. You have to submit work permit application with help of AOR and will be on maintained status after your work permit expires. Note you need AOR which is proof you submitted PR application. If you haven’t got AOR you have to apply for closed employer specific work permit with help of nomination letter and work support letter.
Which ones are non express entry ? Does it include the OINP non express entry streams ? Mine is HCP stream but still i would be counted as PNP in Express entry system
No it doesn’t include that . Did you submitted applications for express entry PNP from Ontario?
I created an EE and received NOI from Ontario under HCP stream. Since i will be accepting my OINP application and will get 600 CRS points after nomination, would i not be a PNP candidate? In my case, will i get AOR same day or 1-2 months?
Yes if you got 600 points from PNP in your express entry profile, your application is under express entry PNP category. When you submit complete PR application, you can will get AOR right away.

I need some advice regarding my situation.
I applied for my PR through the OINP International Student Stream (Non-Express Entry) and received my AOR in January 2024. However, my PGWP is set to expire in December 2024.
Should I apply for a BOWP, or would it be better to go for an employer-based work permit?
