both a TRV and study permit are required but not being asked for the TRV application

Hi,
I am applying for a study permit and a temporary resident visa through the online system. I have all of the documents and forms except it is not requiring me to do the TRV application only the Schedule 1b as an optional to be included. The TRV is not even being included with the fees. Only the study permit and biometrics.
I don;t understand why it is not processing the TRV at the same time. Won't this just delay the process? should I not be including the forms for the TRV all in one application process?

New students
If you apply for an initial study permitoutside of Canada, you do not need to apply separately for a TRV. If your study permit is approved and a TRV is required, you will be issued a TRV along with your study permit.

So simply complete your Study Permit Application.
