One of my friends kid. Father is a Canadian and the mother in NOT a Canadian.

Father is a Canadian by naturalization.

Is the kid a Canadian? if so can they directly apply for a passport at the embassy or do they need to follow a different step?

Since the father is naturalized Canadian the kid is Canadian by descent. You can apply for proof of Canadian citizenship at the embassy. You can also apply for limited Canadian passport at same time. You need to show need of why you need a passport for child like immediate travel plans.
