Booking flights with no visa?

Hi Everyone,

Hope someone can help me with this. Has anyone else booked a flight to Canada for someone who does not yet have a visa. I have put in a visa application for my girlfriend and wish to book a flight for her this week. I have seen some companies advertising flight bookings rather than flight tickets and I was wondering if anyone has used these companies before and does anyone have recommendations?
