BMO says they have policy of not providing approval letter for PNP?????

My friend works for BMO as Financial service manager, she and her manager just called the HR in BMO Toronto, the HR told her BMO has policy that they can't provide approval letter for her PNP.
she was also told all other banks like CIBC, RBC, they all stopped helping its "financial service manager" for immigration a couple years ago.
I think "financial service manager" or " financial advisory" is in the category OAB? right?
in Saskatchewan, PNP requires job in field of study, if the banks all refuse providing approval letters, and credit unions cant provide OAB positions. it makes finance graduate impossible to go through PNP.
She works hard and wants to stay in Canada
anybody who worked or working for BMO tell me if there is such a policy?

I have worked in banking for many years and to the best of my knowledge none of the banks provide approval letters for PNP.

but I don't understand how the banks employees get PR??I think there are many international students who work for banks after graduation.
