bls-India passport renewal postal application- photos?

Hi Friends,
Has anyone done/knows this?
How to send (postal application) photos to bls center along with passport renewal application? My question is about weather to send photos separately in envelope or should affix to respective forms?
If we need to affix it to respective forms then should we affix and cross sign it?

You need to affix 1 photo in the form and sign at the space given (not on the photo). Al so you need to provide additional photos as well separately in the envelop.
