If you cannot make it to your scheduled appointment you would need to rebook the appointment which are scares at the first place to get booked at the first place.
Regarding the photographs you ca. get them clicked inside BLS as well. This is what we did at the time of surrender application. BLS will provide you 2 printed photos one which you can use for surrender and the other one later on for OCI application (you will have to use your phone to take a digital copy since OCI requires photographs to be included when you prepare your online application)
