Hi,

Curious question: if person is on visitor visa from India, and gives birth to baby in Canada. Will the baby be a Canadian citizen? And will he get a Canadian passport?

The baby will be a Canadian citizen and can get a Canadian passport.

The parent gets nothing.

yup it is a citizen.. but expenses for the baby's birth is all on us .. which could be really huge !

Thanks for your reply guys.

I was wondering because I saw that on cic.gc.ca website they had a couple changes to the citizenship rules in 2009 (cic.gc.ca/english/citizenship/rules_2009.asp).

And under the section "Who did not become a citizen after the changes?" they say:
"were born in Canada but are not citizens because when they were born, one of their parents was a foreign diplomat and neither parent was a permanent resident or citizen of Canada;"

This means.. something else right?

What exactly does it mean to be a diplomat..? Just a regular visitor here in Canada from India..

A diplomat is someone who is an official representative of a country abroad. For example, if you worked at the Indian embassy or consulate in Canada then you might be a diplomat.

Please also keep in mind when you are a visitor and want to pop a baby in Canada for the purpose of getting him/her a citizenship, there is a cost for delivery and you have to pay it from your own pocket. Cost can range anywhere from $10,000 to $15,000

Unfortunately, this is not enforced as strictly as it should.

If a person in labor walks into a hospital, they cant deny them services. they can bill them but nothing to ensure that those bills are paid (or part of them). People can just walk away.

I hope there is some co-operation between health services, social services and immigration etc to ensure they dont let in serial baby "poppers" if you will.

I heard of a story in Vanc where a woman from Oz went into labour on her holidays and with no insurance covering the baby's birth, racked a bill of 400,000. The hospital negotiated for a smaller ammount that would be payable but She simply got on a plane and left and probably will never pay a single cent. Makes me wonder what are people thinking travelling within a few months/ weeks of their due date.

There is a simple solution to this, since the baby will be Canadian, and the mother decided not pay for delivery, the baby automatically becomes the property of the government of Canada. The mother is more than welcome to leave Canada without her baby.

How about babies born to those on temporary visa's not be given citizenship by the virtue of birth? Put an end to birth tourism in all.

Australia and other western countries have been doing this for a while. Canada has been too nice for too long. some of the hard hand policies on some levels of immigration may just be what we need (this would be the only time i would side with Jason Kenney)

I completely understand and agree 100% with you, however Canada needs bodies, millions and millions of bodies otherwise we'll end up paying $5 for a can of coke since we have to keep up with the standard of living in the USA otherwise we'll become a third world country.

As it is we are paying ridiculous amount of money for services, commodities, taxes etc. US has 10 times the population of ours which is why things are much cheaper and available.

How about Canada use Hong Kong's experience on tighten its borders checks in preventing last minutes run to hospitals to give births?

China is still the world's populous country but Canada's standard of living is still higher than China.

Yes, Canada needs more population. Nevertheless, people doesn't have to live in Canada after getting their citizenship. Canada need to work on how to attract people living in the country.

Which is why I mentioned long time ago Canada desperately needs a Nationalist Party, no point having these wishy washy Liberal, Conservative and NDP (National Dumb Party) confused, underfunded and touting the streets for years doing nothing.

Even USA has something called Nationalism, we are basically a melting pot of different cultures with no national identity using snazzy words like Multiculturalism to cover our lack of vision and foresightedness to progress our country further.
