My partner (the sponsor) can't find her birth certificate. As obviously we will be sending a copy of her passport will we need to send the copy of her birth certificate Also?

Just as confirmation what is the address of the london office when we are applying outland?

And finally, as i have lost my old passport (i kept my IEC visa in a folder) can i send the copy of my visa (it has a different passport number) and just explain that the passport i had was lost or will i have to wait on the new one arriving?

Yes, you'll need to include a copy of her birth certificate as clearly indicated on the document checklist. Request a new one.

All outland family class applications are sent to Mississauga.

When you lost your passport, you should have reported it and had your visa changed. Technically speaking, your visa is not valid without the passport it is associated with.

I've noticed this in a few posts...but the way I read the document checklist (IMM5491E) if that is the one you are referring to...the passport / birth certificate is listed under 13 and reads:

"photocopy of EITHER your"...then it lists the various options each with an "OR" after it....which means you only need to send ONE of those documents

as far as I can tell.

AFAIK you don't need a birth certificate - If you read the checklist, it says

"Photocopy of EITHER YOUR
PR Card, OR
Canadian Citizenship Cert, OR
Canadian Birth Certificate, OR
Canadian Passport, OR.." etc etc..

We just sent in the copy of the passport and that was sufficient.

Birth certificate is Optional for Sponsor.But required for Sponsored Person.

You can Provide Photo Copy of PR Card.
Or
your Record of Landing (IMM 1000)
