There are a couple ways you can think about birth certificate issue.
First of all, my application got returned because I did not have a birth certificate which was issued by a municipality office. However I had a birth certificate which was issued by Indian Consulate in New York...but CIC did not accept it.
Coming to you...
1. If possible, correct the name on the birth certificate which you have right now.
2. If your husband has a school leaving certificate and if it shows his first name, last name, date of birth and ALSO his father OR mother OR both parents FULL NAME, then it works...I mean CIC will accept it.
3. If both above options are not possible for you, your husband has to provide self declaration (I can send you the format if you want)...and ALSO his parents have to provide him a notarized document saying that he is their son providing with all his birth details (date of birth, place, country, address etc).
I had chosen number 3 option in my case and it worked out for me.
