Birth Certificate - What are alternative ?

No, it is not sufficient. Read this thread for what others are telling please. SSC certificate, even if accompanied with an affidavit is not sufficient to prove your birth date. I have a friend who sent these along with this FSW application last year and his application was rejected because of no providing birth certificate.

I have read that a lot of folks got thru without BC and with SSC plus affidavit. A lot of we Indians do not have our BC as it was not mandatory to get one a long back and CIC must be aware of this fact.

Well, lot of people have been successful and many have been rejected too (I personally know a guy who was rejected only because he sent SSC certificate and affidavit in FSW 2014). CIC will also be aware that in India, one can get a BC if they were not having it before. I myself did not have BC and only recently got it.

Well the alternative as per this link - http://www.cicnews.com/2011/12/canadian-immigration-questions-answers-david-cohen-4-121166.html suggests the alternative "may be" accepted. One of my friends got rejected in FSW following this advice. Some have succeeded. So its a game of luck.
I am from India and my parents did not keep my birth certificate but I went through the bureaucracy and got my birth certificate.

Well today I visited my local municipality office and ask them to make a letter on a government letter-pad which certify that my DoB is <dd/mm/yyyy> and mentioned that when I was born there was no system of Birth Certificate Registration System.

I hope this will work as per OOPNP explanation:
Provide a copy of your birth certificate or an acceptable national document where an original birth certificate is not available (i.e., letter from appropriate government authority indicating why your birth certificate is not available).

Do you think I can send the original copy or make a xerox and notarized from public notary ?

If its on a government letterhead, scan copy of the original should be enough. All the best.

Indian embassy in USA issues a birth certificate based on the DOB mentioned in the passport.. is that ok? or they want a birth certificate from India only?

They need a document issued by Government. The embassy of USA issued birth certificate should be fine. All the best
