Birth Certificate issued by Indian Counslate

Hello,

My friend submitted the documents on 24th March , 2016 and received by CIC on 29March, 2016. All documents were returned next day with following comments.

Mother Application Complete
Child -1 Application complete
Child - 2 Incomplete Application.

She has used translated version of Birth certificate issued by Govt of Punjab. she never brought the Punjabi version, anticipated only English Translated Version will Do.

She has birth certificate issued by Indian Embassy Abu Dhabi in English, that document is issued based on Passport Details. Any one has idea if CIC will accept that document instead getting Punjabi version from India.

I used same document to immigrate to Canada, do you think it would be acceptable if i mention in my cover letter.

I believe your friend could get a Certificate of Birth from Indian Consulate in Canada.
