Birth Certificate issue, Need suggestions please

Hello Guys

I need some suggestions please

One of my friend came to Canada last year on visitor visa and got his tourist permit changed to work permit,
now he is would like to apply for P.R and I am trying to help filling forms with him.

We have a problem (he was born in UP, India. but his parents moved from UP to punjab when he was 1 year old)

he has all his education from punjab and worked as govt employee in punjab too.

He has a Birth certificate from UP.
His passport says birth Place Punjab (he forgot to give his birth certificate when he applied for passport and they wrote punjab by looking at his matriculation certificate)

when he came to canada as tourist he wrote birth place punjab (he didn't send birth certificate with application).

now when applying for P.R will they ask for birth certificate? and if its different will they reject the file because of different birth place in passport and in birth certificate?

or we should correct it now ? by getting new passport for him from indian counsolate?

Is there any problem in getting birth certficate from India and Pakistan for any person who has a valid passport

yes he already has a birth certificate from UP which is valid but he didn't realize to give it during his passport time and visitor visa time.
when he applied for passport they didn't ask, they asked for 10th certificate and thats all.

paying clerk badshah is no problem at all (its kind of hard to get birth certificate in punjab when you were not even born in punjab), we have tried to get it made in punjab but they aren't doing it.

I think we will re-apply with his passport or we will add an affidavit while applying for P.R that it was a mistake and he was born in UP.
