Birth CErtificate from Pakistan

hello friends,
i am in the process for application to CIC for the federal part of the Provincial Nomination Program as an inland applicants.
I apologize for asking this question which might have been asked over and over again in this forum.
The document checklist say i would need Birth Certificate and Police Clearance Certificate i just need a quick advise on how can i get these certificates as i am based in Canada
Birth Certificate
1.can i submit the translated and attested copy of Form-B as in place of birth certificate?
if not then where can i get this certificate from and can my brother apply and collect it on my behalf?
2.what documents would be needed for application to Birth Certificate?
3.how much is the processing time to get a Birth certificate?

Police Clearance Certificate
what documents i need to send to my brother so he can apply for Police Clearance Certificate on my behalf?

any suggestions would be highly appreciated.

if not then where can i get this certificate from and can my brother apply and collect it on my behalf? - Yes , you can get this from your union council office , they will issue this by charging Max Rs.3000
2.what documents would be needed for application to Birth Certificate? - Your and your parents CNIC copies
3.how much is the processing time to get a Birth certificate? - 10 Minutes Maximum

Police Clearance Certificate
what documents i need to send to my brother so he can apply for Police Clearance Certificate on my behalf? - Advise him to contact local police office for this , every city has its own requirements

any suggestions would be highly appreciated.
