Common scenario for applicants who apply online. They give their biometrics after they get the Biometrics Instruction Letter (after applying)

We applied outside Canada,we got our visa done but we dont have biometrics yet as we dont have instruction letter. Are we allowed to enter Canada even if we did not have biometrics?
