In 2018, I applied for a student visa in KSA, and provided the biometrics as necessary, and in the letter, the biometrics validity was mentioned to be for 10 years. Unfortunately it wasn't successful, so I plan on reapplying. My question is, do I have to provide the biometrics again? If so, were my biometrics deleted when my application was unsuccessful, or are they still stored, and me providing new biometrics is needed to prove I was the same person who applied last year?

If your biometrics is still valid (within 10 years of biometrics enrolment), then you do not need to get new biometrics, even if you are refused previously. But remember to include your previous UCI in your new application. This UCI will let the VO know that you have previously applied and got refused.
Also, in the application form, you must answer "yes" for the part where it asks if you were refused before and include a SOP to explain why you were refused.

The reason why I asked was because in the Canadian immigration website, there's a tool that checks whether your biometrics data is present, and there's isn't such data with my UCI number and name, does this mean it's deleted? Sorry for the annoyance.

At this point, I don't think anybody here can determine whether your biometrics are still valid or not. It is best if you contact the VFS or IRCC about your case.

Can you please tell me if a person is supposed to give biometrics again if he previously gave biometrics for a PR application that was refused?
