Biometrics question

My medicals passed today and I received a letter to give my biometrics. The problem is that I am out of the country, travelling in South America.
My question is, should biometrics be given only in the location/country that the applicant lives in? Or can it be any one of the approved centres in the world? In that case, should I submit an explanation as to why I did it in a country not my own?

I think you can apply for biometrics from the nearest VAC location. Ideally, you could ask the VAC via the chat option and ask them if its allowed. I am pretty sure it is allowed, but just confirm once. You just need to carry with you the biometric letter, and probably book an appointment.

Has anyone tried booking an appointment for biometrics through vfsglobal Canada website recently and succeeded?
I have been trying to do this and its really frustruating. Since I am currently travelling in Peru, I tried booking at their Lima centre. It shows earliest available date as feb 26 while adding applicant details. But the calender that pops up shows different dates way out in March. Tried canceling, logging out, rinse and repeat, same issue.

Then I checked the India website for the Bangalore location. Strangely, it showed ONLY two dates as available in several MONTHS!! I cannot make the two dates even if I rush back home to India immediately.
Assuming this is right, how is anyone able to book appointments for biometrics within the 30 day deadline?!

But

Many VFS locations do not require an appointment to be made before submitting your Bio. You can try your luck and just walk into their location and try to get in the line with others.

As for your question, you can submit your bio at any of the pre-approved locations on IRCC website and it doesn't have to be at the country where you originally applied from. As all of these centers do have access to IRCC systems and will upload your details there once they are done capturing your fingerprints and iris.

Thanks! This is what I gather from the CIC website as well as others who advised. But the vfs customer care people i chatted with to double check are frustruatingly non-committed. First they ask me to visit the centre mentioned on my biometrics request letter. When I tell them no country is mentioned (it only uses words like "any biometric collection point" and "most convenient to you") they ask to consult the canadian consulate.

In any case, I dropped the consulate an email, but I am going ahead with the assumption that it is okay to do it anywhere.

VFS have no rifgt to deny you the service as this request was probably issued directly from Ottawa CPC or any other IRCC office and not by an embassy and hence it's within your right to access this service as instructed by the letter.

If they did indeed deny you , you can report them directly to IRCC. Simply put, VFS have no say on how any immigration process is completed they are simply a third party constractor which was hired by IRCC to facilitate not to share the process

After providing biometrics at a CVAC, how long does it take before it shows up on your CIC account status?
I had a couple of other questions:
1. Is the processing stopped while they wait for your biometrics to be uploaded or is the application processed in parallel where other checks are done?
2. Does the timeline shrink at this point? My medicals have passed and biometrics were submitted recently. Is it still six months for a result or will I know something soon?

My medicals passed and biometrics were requested back on Feb 22. I gave biometrics just today.

You can provide biometrics at any approved CVAC in the world. It does not have to be the same country.
However, in my case, since I had time and the CVAC in the country I was travelling in did not have convenient dates, I just did it after coming back to my home city. Worst case, try writing to them for an extension by explaining your circumstances. But you won't need it because they give a month's time to submit biometrics.
