Hi,
I am on visit visa to Canada while my outland sponsor PR is in process. I got AOR last week. My doubt is do i need to give biometrics again for my PR? I already given biometrics for TRV visit. Please help.

Answer: You need to give your biometrics.

If you’re between 14 and 79 years old, you need to give your fingerprints and photo for all permanent resident applications, including:

You have to give your biometrics and pay the fee, even if you gave your biometrics in the past to support a visitor visa, study or work permit application, or a different permanent resident application.

After you submit your application, we’ll send you a letter that says you need to give your biometrics and where to go. You’ll have up to 30 days to go in person to an official biometrics collection service location.

We paid 1040 for outland application. We are not sure whether this includes biometric fees or not? If not is it possible to pay the fees now before they request? Because we afraid this may delay our process. Please assist. Thanks in advance.

No, that doesn't include biometrics. Yes, you can pay the fee ahead of time.

I just felt it may delay the process. Because they may pend our file for payment.
They will actually send a request for payment FIRST, and then once you send them proof of payment (aka your receipt) then they will send a request for you to do biometrics (two separate steps). This can delay your application, but likely by only a couple weeks. You don't have to wait for them to request payment, you can pay whenever and then send them the receipt via webform so that it won't be too delayed.
