Biometrics email

Hi All,
I have got AOR on 14th Sep and MEP on 28th Sep. but till now I haven’t got any biometrics mail yet. I am an Outland applicant. Could someone please help on why usually this happens? I see people getting Biometrics mails on same day.

This happens mostly if there is another person with same name as yours and has a police record in Canada. But, even if there is another person with the same name VO will ask for biometrics.
