Biometrics completed, will 2 stage still be done?

I’ve applied for my study permit before but I was refused. I’ve already done my biometrics so wanted to ask that if I apply again, will my application be processed in 2 stages? Or will it be completed in principal if it is approved? (Non-sds)

If you submit it with all necessary requirements, then your application will be processed normally (like before without any stages)
