Biometric fees requested CEC inland application

Good morning all, I just received a request to submit biometric fees as a CEC inland application. I remember last time (July application) i did not have to submit that, is there any change in rules? Sorry I haven't been following the forum much.

Yes, changes have been made in the system from 3rd December. Now, we need to provide them biometrics.

Does the experience gained during implied status(study to PGWP) counts under CEC?
