Hello,

I applied to Permanent Residency Paper based, the AoR was sent on Jun 1st. I havent received any email from CIC after that. But today I saw my credit card has been refunded the equivalent of the biometric fee by CIC, this was done the 13th and they didnt sent me any email of why they did this.

Does this mean they refused my application? Does someone have this issue before? For what it worth I live in Canada.

I'm planning on calling CIC on Monday, but in the meantime I want to see if someone had this experience before. This is driving me crazy and now I'm scared.

Thanks in advance for your help

I think just because your case is biometric exemption
Thanks! I'm from Dominican, so I'm not excempt from it.

But now I see a webpage from the CIC that says some applicants from within Canada can be exempted from it because canada does not have a Biometric Service Delivery network.

I looked at my application and there is nothing saying I'm exempt. I will update when I talk to CIC Monday, maybe this is new (I surely hope is not rejected)

Have you ever done biometric before this application; possibly for a previous application for visa? Biometrics are usually valid for 10 years. That means you do not require to do another biometrics for your pr.

I may be wrong, but it is unlikely that you got a work permit without biometrics. You may need to call them on Monday for clarification.

It depends on when he applied for the work permit....I am in Canada as well, and I did not do any biometrics when I applied for visa because I applied a month before Canada started using biometrics for immigration applications.

As an applicant in Canada you cannot do biometrics because the service has not started yet (in Canada). You would have to go back to Dominican for this. So it does not apply for you at the moment.

Yes, after I made the post I found a link in the CIC with that information

I have same case. Later came to know that in case of paper based file at PNP , they refund the Biometric fees as this does not come under their preview. After PNP federal approves and ask for Biometric. Than payment has to be made to federal upon request of Biometrics. Hope clear

You will most likely receive a ADR requesting you to provide a criminal record based on your fingerprints. It was the same with me for my app - I paid the fee and received a refund because I’m inland and I was exempt because they don’t have the system working here. A few days later I received this ADR for the criminal records. I wouldn’t worry :)
