Biometric Email for H1B open permit

Got the email for biometrics. Does that mean I am in the 10k? Has anyone not gotten the email?

Also, don't see any appointments in my city. Is there a specific time of the day when they open more slots?

No one can. They may accept more applications than 10K and only select 10K based on who applied 1st or if someone was not approved.

I’m in US ( Chicago) and I’m unable to find any biometric slots until August 18 here. Do we really need an appointment to give biometrics at the application support centers or walk in works ? Thanks
