Biometric confusion

I have two questions:
I applied for my wife in May 2023. I did NOT pay the biometric fee at the time.

I received a letter from CIC,'.....you only need to pay biometric *fee* at this time. When your application is "PROCESSED* you will receive further instructions on when and how to give your biometrics."
1) I thought biometrics is needed by CIC *before* processing the application?

2)CIC site says "if you apply for PR on or after June 14, 2023 you need to give biometrics..
I applied for my wife May 2023. Why does she need to give biometrics then?

If you apply for permanent residence on or after June 14, 2023
You need to give your biometrics, even if you gave them in the last 10 years. As of June 14, 2023, we’re resuming biometrics collection for all permanent residence applicants.

"Processing the application" takes a while and biometrics is one of many steps.

For PR applications, biometrics was always required for the many many years. The June 14th message is about you needing to do biometrics again "even if you gave them in the last 10 years."
