Biometric Collection Letter (BIL) not Received

I think in my opinion, most of the people who applied through the IRCC portal and made group applications are in the same situation. I could not find any one who applied through GCKey, unless someone can say otherwise.
Received BIL for my father after two weeks of submitting web form along with fee receipt attached.
I applied group application for both my father and mother on April 6. Only got my mom's BIL after few days, and they requested me to pay for biometrics for my father again even though I had paid it already in group application. Confused I paid the fee again and uploaded it. Still he didn't get BIL. Now almost after about 40 days, he got the Biometrics request. Not sure if I should ask for my money back or not. I would but I am just afraid it would affect the processing timeline.

Great buddy, did you raise webform for delhi office and you attached any documents with it?
I don't remember the options I selected but it didn't ask for any office. I attached the receipt.
