I'm in the same boat. I received the passport request but didn't receive letter to give the biometrics. Biometrics is valid until 2029 and passport is valid until 2034. Therefore, I paid for the biometrics again but didn't get the BIL from IRCC and got the passport request directly.

I haven't received any response to the webform and neither did they upload the BIL to the portal. I had sent out the passport for stamping and they have issued visa until the passport expiry.
I haven't received the refund for the biometrics as well yet.

Thanks for your reply. Just to confirm, did they issue the visa until PASSPORT expiry or BIOMETRICS expiry? Because your biometrics are expiring a lot earlier than your passport. Could you confirm that for me?

My bad. They issued the visa until the Biometric expiry which is 5 years from now.

ah okay. IRCC can be so terrible sometimes. What’s the point of asking us if we want to do our biometrics again and charge us the biometrics fee then? Keep bugging them for a refund now.
