very true in thoery, ..but when it takes CIC almost a year to issue you a new PR card when its due for renewal - that can (and will) restrict your ability to travel.

A colleague of mine wasn't able to visit her dying mother abroad as apparently CIC didn't issue her new PR card timely and "no" PRTD doesn't work, that too takes time and could cost someone his job - if you're abroad and unable to return here timely to resume your duties!

Similarly, the language requirement amendment - it will not affect many people in the time frame one year (time needed to pass it as a separate bill).

Do not forget the most stupid amendment of all amendments: replacing wording "written notice" with "notice". This amendment was introduced by the senator Claude Carignan the Leader of the Opposition in the Senate.

Senator Harder just said that they will conclude the study of Bill C-6 the first week they are back from Easter Break !!!!

Quite the opposite, everyone agrees that it will not take longer than May 3rd to send back the Bill to HoC, what all of us were afraid is that it would go until after summer break
 
So it looks like I was right about the motivation behind cons performance last Thursday - they did have negotiations about the C-4 and C-6 and reached the agreement. The only question, why did not the libs try it earlier??? It would have saved us so much time...
 
I think this is a direct consequence of http://news.nationalpost.com/news/canada/canadian-politics/trudeaus-senate-representative-slams-obstructionist-conservative-delay-tactics-in-new-report. Newspapers are starting to report the obstruction tactics of the Opposition, and Senate does not want to be under spotlight anymore so the senators who are introducing amendments and especially Conservatives have made a deal with Senator Harder and Omidvar to not obstruct debate and to pass the Bill on the first week of May
