Believe me, I have a good understanding of parliamentary procedure. The committee only makes recommendations to the senate. The senate can then still do what they want. Granted, usually the senate follows the committee recommendations. But BEFORE they passed the law today, one of the pro-C-6 senators signalled that there will be an amendment during third reading.

The cons didn't suggest and amendment.

Also note that yesterday the Minister said that he welcomes such an amendment. And the HoC listens to the government, so I don't think they will oppose that change.
So lets hope the wrap up everything including the suggested amendment in the Senate in next 2,3 weeks and move it to HOc and it passes by mid April :)

Potential yes. But no one can say if it will happen. One can just guess.

To clarify: Yes, the committee didn't amend the bill. But the senate will most likely do that. The fact that the committee didn't amend the bill doesn't mean that the senate won't.

You can't amend observations. Observations are just formal notes that are supposed to condense the essence of the witnesses' testimony. Obviously the senate as a whole hasn't listened to these witnesses, so they can't amend what was heard from the witnesses.

Observations are not part of the bill. They are just... well... observations.
