I don't even think there is a background check for a TRV visa unless you coming from say Iran, Pakistan or the middle east. Why do you bring this up, does it say anywhere they are doing a background check on you?
This is correct...unless you are citizens of certain countries there is no background or security check. Even if you are from certain countries you are not always subjected to these unless you are applying for PR/ work/student visas - which allow you to stay in Canada for extended period.
Again, this information is only what I have read online...and I am not 100% sure about citizens of which countries are subject to additional check
