Best way to mail more proof of relationship?

The CIC needs more proof of our relationship and I've been told that physically mailing it (as well as faxing for backup) is the best/safest way. What is the correct way to make it easy for the CIC to go through our stuff? I've made a table of contents sheet but I'm not sure what exactly to put all the stuff in (I saw someone post that they don't accept metal binders).

Like photos, for example, do I put them in clear plastic holders? Any advice is appreciated!

You don't need to put the documents in anything. CIC just takes them out of any binder or folder they are in when they get them anyway. You can just put them all in the envelope as is. Or you could put them in a simple file folder, just to keep them neat. Having a table of contents is a good idea, with the documents numbered.
With photos, you can just send them loose photos, though put them in a small envelope. Or some people print their photos on regular paper, maybe two or three to a page; this way you can print a description next to them.
