Best Way to Bring Spouse to Canada

Hi,

I am a Canadian PR. I have plans for marriage on August, 2021 in India. My fiancée lives in Dubai.

If she applies for visitor visa to Canada and I write a sponsorship letter for her. After she comes to Canada, Then I apply for inland spousal PR and after getting the acknowledgment for the application. I finally apply for open work visa for her.

Kindly let me know if this is a good option or there is another option?

That's call an "invitation letter".

The other option is you come alone to Canada and start an outland spousal sponsorship application. You need to meet your residency obligation in both options.

If he comes alone and sponsors..he is at the mercy of an IRCC officer who might take years

This all depends upon your relationship length & situations
1. If you haven't met her in person then the best is to stick to your original plan, go to India as soon as flights are reopen, get married and then apply as out-land sponsorship for her, trust me it would be a lot faster if you don't have any issues in your application.
2. If you have met her in person in the recent past and your relationship is more than a year long then you still can sponsor her as Common In Law Partner and can get marry later.
3. If your relationship is less than a year, you can try to invite her on a visitor visa but its not a guaranty as she has to prove to the Visa officer that her intentions would be to go back to Dubai after visiting Canada, but as her real intentions would be to marry you and stay permanently, it can create problems.
So the best is to stick to your original plan.
