Best time to apply for study permit extension?

Hey guys, I will be done studying this year in August 2018. My new program starts in September, and my permit expires in november

1- Can I study untill November without extending it?
2- when is the best time to apply for a new one?
3- can I visit USA in August without extending it and re enter the country?

Apply 3 months before it expires. If your permit & TRV is valid you can travel and reenter.

Umm but the permit is for my current program which ends In August. My next program is different so wouldn't the V.O ask me my current permit when entering?

Study permits generally are not tied to a program or school you can switch programs and institutions anytime without getting a new permit you just need to inform immigration through their website.
