Best option to enter without PR card because of strike

We got ecopr last Nov. 8 and my husband (inside Canada) had an emergency back home so he left yesterday without PR card because of the current canada post strike although gckey says that PR card was mailed last week. What's the best option for him to be able to go back in 2 weeks? Thank you and appreciate your response.

Three basic options:
1) Hope the strike is resolved and you receive the PR card before he's due to travel back. Send it to him via courier.
2) Apply for a PRTD
3) If he has a valid US visa, fly back to the US and re-enter Canada through a land border in a private vehicle.

Thank you so much…I think #3 is the most feasible since option 2 will also take time to be processed unless by God’s miracle our PR cards will suddenly appear in our mailbox…then option 1 is the best
